The Scottsdale General Plan 2035 was officially adopted by the City Council on June 8, 2021, and later ratified by the Scottsdale voters in November 2021, as mandated by state statutes.

Per ordinance, all grass removal rebates must receive a pre-inspection and a notice to
proceed from the water conservation office before removing any grass.

You can apply to replace your grassy yard with a water-saving landscape and receive up to $5,000 from the City of Scottsdale.

Rebates have certain eligibility criteria:

  1. Rebates are not provided retroactively. Even if you have before and after photos, previously removed grass doesn’t qualify.

  2. The property receiving the grass removal service must be a recipient of Scottsdale Water services.

  3. A minimum of 500 square feet of existing, living grass must be removed, unless the minimum requirement is waived. If all remaining grass on the property is eliminated, the 500 sq. ft. minimum is waived.

  4. You can combine multiple areas to meet the minimum square footage.

  5. The measurements from artificial turf vendors may differ, as they may account for curves and cuts. However, the official rebate measurement is based solely on the amount of grass removed, as determined by Conservation.

  6. For grass to count toward the 500 sq. ft. removal minimum, it must be growing at a minimum of 50% density and have a permanent, functioning, and scheduled irrigation system. “Scheduled” means there is a consistent watering routine, as indicated by historical water usage
