Residential Landscape Conversion Rebate

The objective of this rebate program is to promote a long-term reduction in water consumption by encouraging the installation of xeriscape (water-conserving landscape) and/or artificial grass at new homes, or the transformation of grass lawns into xeriscape and/or artificial grass at existing homes.

Rebate Amounts:

For New Home Xeriscape Installation:

• Up to $500 for xeriscape ($0.50 per sq. ft.)
• Up to $250 for artificial grass ($0.25 per sq. ft.)

For Existing Home Xeriscape Conversion:

• Up to $3,000 for xeriscape ($1.00 per sq. ft.)
• Up to $250 for artificial grass ($0.25 per sq. ft.)

Rebate Requirements:

For New Homes:

• Homeowners must pay for and/or install at least 1,000 sq. ft. of xeriscape or artificial grass. Note that xeriscape packages offered by homebuilders are not eligible.
• Both the front and back yards must be landscaped; bare soil is not eligible. According to City Code, ground cover like crushed rock or gravel must be at least one quarter (1/4) inch in size and cover all exposed dirt areas. Landscapes with weeds will not be approved until weeds are removed.
• Impermeable surfaces like concrete slabs, patios, or driveways do not count toward the rebate.
• At least one drought-tolerant tree must be planted, and any existing trees not removed during the conversion meet this requirement.
• 75% or more of new landscape plants must be from the Arizona Department of Water Resources’ Phoenix Active Management Area Low Water Use/Drought-Tolerant Plant List.
• Xeriscape or artificial grass must be installed before January 1, 2023.
• The installation must be completed within 12 months of submitting the application.

For Existing Homes:

• You must remove at least 500 square feet of grass and convert it to xeriscape or artificial grass. The live grass must have been regularly irrigated with a permanent, functioning, and scheduled irrigation system, covering 70% or more.
• Only two rebates are allowed per property, for example, one for the front yard and one for the back yard, if the second rebate removes all remaining grass on the property. Only one rebate per fiscal year.
• The area where grass was removed must be landscaped; bare soil is not eligible. According to City Code, ground cover like crushed rock or gravel must be at least one quarter (1/4) inch in size and cover all exposed dirt areas. Landscapes with weeds will not be approved until weeds are removed.

• At least one drought-tolerant tree must be planted, and any existing trees not removed during the conversion meet this requirement.

• Proof that live, relatively healthy grass was present at the converted area within the past 24 months is required.
• Xeriscape or artificial grass conversion must be completed within 24 months of submitting the application.

Rebate Eligibility:

• Only one rebate application is allowed per fiscal year (from July 1 to June 30).
• The applicant must be the property owner or have written permission from the owner to apply for and receive the rebate.
• Grass areas watered by wells, flood irrigation, or reclaimed water are not eligible.
• Xeriscape or artificial grass installed before January 1, 2023, is not eligible.
• Xeriscape must comply with the City of Glendale landscape requirements, as outlined in existing policies, procedures, or ordinances. For more information, contact the City of Glendale Development Services Center at 623-930-2800.
• Homeowners who belong to a Homeowner’s Association (HOA) must ensure that the new landscape adheres to HOA Covenants, Codes, and Restrictions (CC&Rs).
• The maximum rebate amount for new home xeriscape installation should not exceed the amount paid for the landscape before taxes.
