To qualify:
- Both the front and back yards must be landscaped.
- The total landscaped area must exceed 1,000 square feet.
- After installation, a minimum of 50% of the landscaped area must feature non-grass elements with inorganic or organic top dressing, such as drought-resistant trees, lush shrubs, groundcovers, colorful flowering perennials, succulents, and more.
Grass Removal Rebate – Residential Grass Removal Policy: $2 per square foot, up to $3,000
To be eligible for this rebate:
Remove a minimum of 500 square feet of grass, unless you remove all the grass from your property and receive a waiver from the Public Works & Utilities Water Conservation Office.
After removal, ensure that at least 50% of the landscaped area features non-grass components with inorganic or organic top dressing, including drought-resistant trees, shrubs, groundcovers, flowering perennials, succulents, and more.
Avoid using non-pervious materials like black plastic sheeting in the area seeking a rebate.
If you opt for artificial turf, make sure it’s secured according to the manufacturer’s specifications, doesn’t include sprinkler irrigation, and doesn’t exceed 1,000 square feet.
No fountains, pools, or water-intensive features are allowed in the conversion area.

If your rebate amount is over $599, please include a W-9 with your application.
This process involves two steps. First, submit a completed Pre-Grass-Removal Notice to Proceed Application Form before starting your project.
